The Certificate of Eligibility (COE / 在留資格認定証明書) is a document issued by Japan's Immigration Services Agency that pre-approves your eligibility for a specific visa category. Having a COE makes your visa application at a Japanese embassy almost guaranteed to be approved.

Who Needs a COE?
You need a COE if you're applying for these visa types from outside Japan:
- Work visas — Engineer, Business Manager, Skilled Worker, etc.
- Student visa — University, language school, vocational school
- Spouse/Family visas — Spouse of Japanese national, Dependent
- Highly Skilled Professional visa
- Long-Term Resident visa

Who Does NOT Need a COE?
- Short-term stay (tourist/business) visa applicants
- Diplomatic and Official visa holders
- People applying for Change of Status from within Japan
- People applying for Period of Stay Extension from within Japan
Who Applies for the COE?
The COE is applied for from within Japan by:
- Your employer — For work visas
- Your school — For student visas
- Your Japanese spouse — For spouse visas
- A legal representative or immigration lawyer — On your behalf
- You — If you're already in Japan on another status
The applicant must be physically present in Japan or have a representative who is.

Core Documents (All COE Applications)
- Application Form (在留資格認定証明書交付申請書) — Official form
- Applicant's passport copy — Photo page
- Photo (4cm x 3cm) — Taken within 3 months
- Return envelope — With 404-yen stamp for registered mail
For Work Visa COE
- Employment contract or appointment letter
- Company registration (登記事項証明書) — Issued within 3 months
- Company financial statements — Most recent fiscal year
- Business description (会社案内) — Company brochure or overview
- Applicant's resume — Education and work history
- Degree certificate — Or work experience proof (10+ years)

For Student Visa COE
- Acceptance letter from school

For Spouse Visa COE

Application Process
Step 1: Prepare Documents
Gather all required documents. Non-Japanese documents need certified translations.
Step 2: Submit Application in Japan
Your representative submits the application at the Regional Immigration Bureau. Online submission is now available through the Immigration Services Agency's electronic system.
Step 3: Wait for Processing
Immigration reviews the application. They may request additional documents.
Step 4: Receive COE
If approved, the COE is mailed to the applicant in Japan (or can be picked up).
Step 5: Send COE Abroad
Send the original COE to the visa applicant in their home country.
Step 6: Apply for Visa at Embassy
Take the COE to the Japanese embassy/consulate and apply for a visa.
Step 7: Enter Japan
Enter Japan within 3 months of COE issuance. At the airport, present your COE and visa.

COE Validity
- Valid for 3 months from the date of issue
- If you don't use it within 3 months, you must apply again
- The COE issue date is NOT your visa start date — your status begins when you enter Japan
